To encourage and promote continued exchanges and cooperation between Chinese and foreign friendship cities, the conference commended a group of Chinese and foreign local governments that have made positive contributions to the cause of international friendship cities. Forty foreign cities and states, including Melbourne of Australia, Hamburg of Germany, Asan of South Korea, Patan of Nepal, Palmerston North of New Zealand, Ussuriysk of Russia, Vladivostok of Russia, Danghara District of Tajikistan, and Chuy Region of Kyrgyzstan, received the "Outstanding Partner Award for Friendship Cities with China." At the closing ceremony, a signing ceremony was held for friendship city twinning and cooperation projects.
